    Accident narrative

    Excavator operator noticed that the a "pay" conveyor belt at the plant was overloaded and de-energized it. EE reported the situation and was told that it would have to be shoveled off and help would be there shortly. EE was shoveling from EE's knees and when EE got to EE's feet EE felt pain in EE's knee.
