Additional measures shall be taken to protect persons if unusual hazards are encountered.\n\n(2) The proposed roof control plan and any revisions to the plan shall be submitted, in writing, to the District Manager. When revisions to a roof control plan are proposed, only the revised pages need to be submitted unless otherwise specified by the District Manager.\n\n(b)(1) The mine operator will be notified in writing of the approval or denial of approval of a proposed roof control plan or proposed revision.\n\n(2) When approval of a proposed plan or revision is denied, the deficiencies of the plan or revision and recommended changes will be specified and the mine operator will be afforded an opportunity to discuss the deficiencies and changes with the District Manager.\n\n(3) Before new support materials, devices or systems other than roof bolts and accessories, are used as the only means of roof support, the District Manager may require that their effectiveness be demonstrated by experimental installations.\n\n(c) No proposed roof control plan or revision to a roof control plan shall be implemented before it is approved.\n\n(d) Before implementing an approved revision to a roof control plan, all persons who are affected by the revision shall be instructed in its provisions.\n\n(e) The approved roof control plan and any revisions shall be available to the miners and representative of miners at the mine.\n\n[53 FR 2375, Jan. 27, 1988; and\n\n(ii) All equipment originally furnished with or retrofitted with automatic emergency-parking brakes which meet the requirements of this section.\n\n(2) On and after May 23, 1991, all other equipment.\n\n(b) Automatic emergency-parking brakes shall—\n\n(1) Be activated immediately by the emergency deenergization device required by 30 CFR 75.523-1 and 75.523-2;\n\n(2) Engage automatically within 5.0 seconds when the equipment is deenergized;\n\n(3) Safely bring the equipment when fully loaded to a complete stop on the maximum grade on which it is operated;\n\n(4) Hold the equipment stationary despite any contraction of brake parts, exhaustion of any non-mechanical source of energy, or leakage; and\n\n(5) Release only by a manual control that does not operate any other equipment function.\n\n(c) Automatic emergency-parking brakes shall include a means in the equipment operator's compartment to—\n\n(1) Apply the brakes manually without deenergizing the equipment; and\n\n(2) Release and reengage the brakes without energizing the equipment.\n\n(d) On and after November 24, 1989, rubber-tired, self-propelled electric face equipment not covered by paragraph (a) of this section shall be equipped with a means incorporated on the equipment and operable from each tramming station to hold the equipment stationary—\n\n(1) On the maximum grade on which it is operated;
